Dubai Supreme Council of Energy reviews Dubai’s efforts in regulating petroleum products trade and district cooling services

HH Sheikh Ahmed bin Saeed Al Maktoum, Chairman of the Dubai Supreme Council of Energy (DSCE), chaired the 85th meeting of the Council, which was held virtually in the presence of HE Saeed Mohammed Al Tayer, Vice Chairman of the Council.

The meeting was also attended by HE Ahmed Buti Al Muhairbi, Secretary General of the Council, and board members HE Dawood Al Hajri, Director General of Dubai Municipality; HE Abdulla bin Kalban, Managing Director of Emirates Global Aluminium (EGA); HE Saif Humaid Al Falasi, CEO of Emirates National Oil Company (ENOC);  Juan-Pablo Freile, General Manager of Dubai Petroleum; and Muna Alosaimi, Chief Executive Officer of the Strategy and Corporate Governance Sector at the Dubai Roads and Transport Authority (RTA).

During the meeting, the Council reviewed several topics, including an assessment of the current state of the petroleum products trading market and the regulation of district cooling services. The Executive Council Resolution on Regulating the Trading of Petroleum Products was presented, in alignment with the existing policies and procedures, which have achieved tangible improvements in safety practices, risk reduction and in motivating distributors to comply with the conditions set by the Supreme Council of Energy. The meeting also discussed district cooling services in Dubai, supervised by the Regulatory and Supervisory Bureau for Electricity and Water (RSB) of the Supreme Council of Energy.

“In line with the vision and directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, to support Dubai’s transformation into a carbon-neutral economy by 2050, we reviewed Executive Council Resolution No (16) of 2019. This resolution established the Dubai Petroleum Products Regulatory Committee, where a governance system was activated to regulate the petroleum derivatives sector, further enhancing Dubai’s global leadership in sustainable growth and the green economy. We also discussed executive procedures for regulating district cooling services, as well as the relationship between service providers and customers in this vital sector. District cooling is highly efficient and produces significantly lower carbon emissions, compared to traditional central or regular cooling systems,” said HE Saeed Mohammed Al Tayer, Vice Chairman of the Dubai Supreme Council of Energy (DSCE).

HE Ahmed Buti Al Muhairbi, Secretary General of the Dubai Supreme Council of Energy (DSCE), highlighted that the Council has developed specific and clear action plans to regulate the trading of petroleum products, positioning Dubai as a national leader in identifying responsible parties and establishing dedicated inspection teams. He added that the Council has carried out extensive co-ordination with the Ministry of Energy and Infrastructure and national oil companies, enabling an exchange of best practices in local market management and implementing advanced safety and quality standards.

This national co-operation marks an important step towards achieving integration in energy management and provides a pathway for a comprehensive vision in clean energy and sustainable development, strengthening Dubai and the UAE’s global standing in addressing climate change challenges and ensuring the sustainability of natural resources for future generations.
