1.What is The Electric Vehicle (EV) Green Charger?
The EV Green Charger Initiative was launched in support of HH Sheikh Mohammed bin Rashid Al Maktoum’s vision to make Dubai the smartest and happiest city in the world and promote green transportation in the city. The aim of this project was to set up an electric vehicle charging infrastructure for the public across Dubai. At the time of the launch of the initiative there were a very limited number of electrical vehicles in Dubai mainly because there wasn’t an electric vehicle charging infrastructure. DEWA, as the electricity provider for Dubai, took the lead in setting up electric vehicle charging stations to encourage the public to switch over from petrol to electric vehicles: helping to achieve Dubai’s carbon abatement strategic target of carbon reduction by 16% by 2021 and reduction in other emissions.
2. DEWA announced in April 2014 that electric cars would be seen in the streets of Dubai. What progress has been made so far?
Around 300 charging stations for electric vehicles have been successfully installed in various locations in Dubai such as Government Departments, Real Estate Developers, airports, petrol stations, shopping malls, some clinics, hospitals, commercial offices and residential complexes in the emirate as part of the “EV Green Charger" initiative. This was done in coordination with the concerned authorities in the Emirate of Dubai, as part of the authority’s efforts to encourage the public to acquire this type of environmentally friendly vehicles, in a way that contributes to reducing carbon emissions and supporting Sustainable transportation in Dubai. As part of its smart initiatives, DEWA launched the “EV Green Charger” initiative in 2015 to create the infrastructure for EV charging stations. This is in line with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai to make Dubai the smartest and happiest city in the world.
3. What regulations are in place regarding the establishment and installation of electric vehicle charging stations in Dubai?
HH Sheikh Ahmed bin Saeed Al Maktoum, Chairman of the Dubai Supreme Council of Energy, issued Directive number 1 of 2017 on the establishment and installation of electric vehicle charging stations in Dubai. This directive states that all public and private organizations and developers in Dubai must get approvals from DEWA before establishing, installing, operating or maintaining any electric vehicle charging station. In turn, DEWA will coordinate with Dubai Municipality (DM) and the Roads and Transport Authority (RTA) to ensure that electric vehicle charging stations meet the technical requirements and standards adopted by the relevant authorities. The Supreme Council of Energy issued Directive number 1 of 2016 to set a target for the government, at least 10% of all newly-purchased cars will be electric or hybrid from 2016 to 2020. The proportion of electric and hybrid cars will rise to 2% by 2020, and 10% by 2030. The Supreme Council also issued Directive number 1 of 2017, to achieve sustainability based on the best global standards and practices that meet DEWA’s technical requirements.
4. What are the planned objectives of this project for the sustainable development of Dubai?
Green Charger is one of three smart initiatives launched by DEWA to support the Smart Dubai Strategy, to make stakeholders happy, minimize environmental impact, and enable a smart city. DEWA also supports the Dubai Plan 2021, for a smart and sustainable city, and is aligned with the UAE Vision 2021 to make the UAE amongst the best countries in the world. Green Charger will also help achieve the Carbon Abatement Strategy where Dubai has a target to reduce CO2 emissions by 16% by 2021.
5. How many electric vehicle charging stations are installed and where are they located?
DEWA has installed around 300 charge points across the City, the locations of which are mapped and updated across 14 digital platforms, such as on DEWA website and DEWA smart applications Click Here , a variety of digital map platforms (Google Maps, Apple Maps, Foursquare, Factual, What3Words, 2GIS), ride-share platforms (Careem), car navigation maps (TomTom and Here Maps), as well as dedicated charging station platforms (Plugshare, Electromaps, and Yellowmaps).
6. What are the different types of the Green Chargers?
DEWA installed four types of chargers, Ultra-fast Charger, Fast Charger, Public Charger and Wall-Box:

9. Where can I purchase an electric vehicle in Dubai and at what cost?
Please contact car dealerships for availability and costs since the prices vary for vehicles. Since the launch of this initiative, demand has increased, leading to dealers providing more electric vehicles.
10. What is the typical range of an electric vehicle?
The range of the electric vehicle depends on battery capacity and type of vehicle.
11. What happens if my battery runs out of charge before I reach the charge points?
Same as with any vehicle, drivers are responsible for ensuring that they have a sufficient charge for the journey. All electric vehicles provide information to their drivers on their estimated range in the car’s instrument panel.
12. What is a plugin hybrid vehicle?
A plugin hybrid vehicle has a regular petrol engine and with an additional electric motor. This vehicle can run on either petrol, batteries or both at the same time. It also has a plug for charging on-board batteries and can run as full electric mode with a limited range.
13. Does DEWA own electric vehicles?
DEWA is committed to achieving the Dubai Supreme Council of Energy target of 10% of all new purchase to be electric or hybrid by 2020. DEWA currently owns 19 electric vehicles. This will increase as per the target.
14. Can anyone use EV Green Chargers?
Green Chargers are open to all holders of the Green Charger card. You can get the Green Charger Card by registering with DEWA and setting up an account through Green Charger Card services, which is available on DEWA website and DEWA Smart Application. Upon registration, the card will be delivered to you within 3 working days to the address given to the courier company. 15. How can I tell when my electric vehicle is completely charged?
Check the display on our charging station or battery charge indicator on your vehicle’s display, which will tell you when your charging session is complete..
16. Can I discontinue the charging process before it is complete?
Yes. You can stop the charge at any time following the instructions on the charger.
17. Can I charge the battery even if it's not empty?
Yes, an electric vehicle’s battery management system actively manages the delivery of the charge to ensure the maximum lifespan of the battery. Just plug it in and let the car do the rest.
18. What do I do if the charger does not work when I place my Green Charger Card in front of the charger’s card reader?

19. Where can I get access to electric vehicle charging stations outside Dubai?
Currently DEWA only provides the Green Charger within Dubai.
20. How much does it cost to charge an electric vehicle?
The cost of charging the electric vehicle depends on the capacity of the battery and the use by the driver. Prior to September 2017, the cost of charging electric cars at public electric vehicle charging stations was 29 Fils per kW, which is a great saving compared to fuel-powered cars. DEWA provided free charging for all electric vehicle owners registered in the Green Charger initiative from 1 September 2017 to 31 December 2019, to encourage the public to use electric vehicles in Dubai and to contribute to the protection of the environment. Due to the positive impact, the incentive has on the uptake and usage of electric vehicles in Dubai, DEWA has extended free electric vehicle charging until December 31st 2021 for non-commercial users. The extension allows non-commercial users, who register in the EV Green Charger Initiative, to charge their vehicles for free at DEWA public charging stations until the 31st of December 2021. This incentive is exclusive to DEWA public charging stations and does not include home charging stations. Commercial registered users such as government, semi-government, and private organizations are charged the tariff of 29 fils per kilowatt hour, effective from the 1st of January 2020. .
21 How can I charge my electric vehicle at home? How much does it cost?
Customers can install home chargers at their premises behind the customers’ meter, like any other home appliances. When charging the car at home, the electricity used is added to the normal DEWA bill at standard residential electricity rates.
22. How will I be billed when using the charging stations?
Customers that use DEWA’s Green Charger stations will be billed on a monthly basis and they can pay using various methods of bill payment provided by DEWA. Customers must register and receive an EV Green Charger card from DEWA, in order to utilize the charging station network. The cost of charging the electric vehicle depends on the capacity of the battery and the use by the driver. DEWA provided free charging for all electric vehicle owners from 1 September 2017 to 31 December 2019, to encourage the public to use electric vehicles in Dubai and to contribute to the protection of the environment. Due to the positive impact, the incentive has on the uptake and usage of electric vehicles in Dubai, DEWA has extended free electric vehicle charging until December 31st 2021 for non-commercial users. This incentive is exclusive to DEWA public charging stations and does not include home charging stations. Commercial registered users such as government, semi-government, and private organizations will be charged the tariff of 29 fils kilowatt per hour, effective from the 1st of January 2020.
23. How can I register and apply for Green Charger card from DEWA?

24.What documents are required to register for EV Green Charger Card with DEWA ??
For Individual, you need to provide your Emirates ID and vehicle license. For business, company trade license and vehicle trade license are required. For EV registration cars registered outside Dubai, Emirates ID (or passport copy for GCC/investors) and vehicle license are required for individual. Company trade license and vehicle license are required for business. Only vehicle license is required for government. However, for cars registered within Dubai, no documents are required due to their availability based on the integration with RTA.
25. Can I use my card for more than one vehicle?
Yes, but any use of the card will be charged to the card owner when applicable.
26. I sold my car. What do I need to do to deactivate my Green Charger card?
You need to apply deactivation to your Green Charger card, through “Deactivate EV Green Charger Card on DEWA website and DEWA Smart Application. Alternately, you can email customercare@dewa.gov.ae, with a copy of your Emirates ID for individual and letter head stamped and signed for companies. Once the final bill is ready, you will receive an SMS to settle your final bill (If applicable).

30. Can I merge my existing consumption electricity bill with my electric vehicle bill?
At the moment these bills are being kept separate.
31. I closed my DEWA electricity and Water account and I have an excess amount due. Can I transfer the excess amount to my electric vehicle account number and vice versa?
Yes, you can transfer the excess amount to your other account.
32. What should I do if my Green Charger card is lost or damaged, or if I have any problem while charging?

33. What are the fees for EV card replacement (Damage, Lost or Stolen)?
Card replacement fees for all categories are AED200/- , delivery charges: AED20/- and VAT applicable.
34. What incentives are there for electric vehicle users?
DEWA worked closely with other government entities (Dubai Supreme Council of Energy, RTA, Dubai Municipality, Dubai Police, Dubai Airports, ESMA and Civil Defence) to establish the Green Mobility initiative, which is studying incentives to promote electric vehicles and setting targets for electric and hybrid vehicle procurement for Dubai Government entities. This has resulted in an initial target for electric or hybrid vehicles for Dubai of 10% by 2030.
DEWA provided free charging for electric vehicle owners registered in the Green Charger initiative from 1 September 2017 to 31 December 2019. Due to the positive impact, the incentive has on the uptake and usage of electric vehicles in Dubai, DEWA has extended extend free electric vehicle charging until December 31st 2021 for non-commercial users.
35. What is the procedure to install an electric vehicle charging station??
